Based on the Nippon Kokusai Koko Kyogo KK built Teradako-ken TK3,which failed to meet it's design criteria, the Ki 59 first flew in 1941. Designed capacity was 8 passengers and some 59 were built with a few going to Manchukuo National Airlines. he plane did not meet expectations and was replaced by the more capable Tachikawa Ki54.
