According to this website (Virtual Aircraft Museum), the Estonian KAI PON-1 was license-built in Latvia as the KOD-1 (no manufacturer name given). The photo indeed appears to show a clone of the PON-1. The "Vilnius" name here presumably comes from the capital of Lithuania, but as kent points out, the markings here are Latvian, not Lithuanian. Was the KOD-1 actually built in Lithuania and some examples exported to Latvia?

The markings on the aircraft are Latvian not Lithuanian.
