The H9A1 was clearly a much smaller aircraft, lacked the big long-range wing of the Catalina, didn't have the distinctive pylon that carries the Catalina's wing, nor had windowed waist stations like the Cat. Not every airplane is a copy of another: there are only so many practical ways to arrange the elements of a flying boat, so to some extent every flying boat is going to resemble somebody else's flying boat.
