The main reason for the vast difference was because the Koku Hombu thought the Ki-94-I was too radical and rejected it. So, Kawanishi revised it into the Ki-94-II, using a more conventional layout which was accepted and the order given to proceed with development.

Its interesting that there were two KI-94 projects and that they varied so much from each other in design.
